Institutional Peculiarities of Environmental Management in Russia

In Russia, universal tools of environmental regulation play an increasing role due to the country’s accession to the WTO and preparation for accession to the OECD. At the same time, a modernization trend can be ensured only on the basis of fundamental cultural values. Sociocultural conditions of the country’s regions have an impact on the effectiveness of importing environmental institutions from foreign experience and determine the limits of institutional importation. The experience of BRICS countries shows that cultural codes should not be fetishized but rather assessed in a constructive manner in terms of correspondence to the modernization stage and compliance with environmental safety requirements and that systemic corrections should be purposefully made to environmental institutional system, where necessary.
