Goal-Setting in Environmental Management on a Sustainable Basis

The paper demonstrates the growing importance of the teleological approach to strategic planning of the country and its regions in connection with the adoption, for the first time in history, of the Global Goals for Sustainable Development and importance of their harmonization at all levels of territorial organization. It states that in scientific and methodological terms the problems of teleology as a method for obtaining knowledge in examining the ways to harmonize of relationships in the system “Man-Society-Nature” are understudied. It also describes “Cadastre” Institute’s approaches to studying the issues of sustainable development in understanding the increase in resilience of geosystems, goal-setting in environmental management and methods for preventing teleological conflicts at different levels of territorial organization. The paper proposes methods for resolving teleological conflicts.
