Under the influence of sociocultural conditions of particular territories, environmental institutions form relevant institutional space in environmental protection that limits and regulates activities of natural resource users. The system of environmental limitations and regulations is based on distorted information about environmental risks passed through social and cultural filters.
The modern methodology of institutional analysis and application of the behavioral model of “responsible man” to the analysis is quite effective to understand the dynamics of development of institutional space in environmental protection.
