Rational Use of Natural Resource and Environmental Protection in Innovation-Drive Growth

The author provides convincing arguments that the conduct of innovation policy in the natural resource complex focused on stimulation of application of new technologies to ensure effective, integrated use of natural resources with the minimum environmental loss will contribute to achievement of sustainable growth of the country and its regions. Russia’s orientation towards the transition to innovation-driven growth on a sustainable basis requires to change approaches to regulating environmental protection. It is especially important to change the approach to assessing environmental permitting charges. The paper also characterizes innovation activities in the Yaroslavl Oblast in 1996-2004.
